What counts as a villa extension in Dubai
Anything that adds built-up area to your villa, or turns non-habitable space into living space, is treated as an extension and needs approval. That covers more work than most owners expect.
Ground-floor rear or side extension
The most common request. You extend the living room, kitchen or majlis into the rear garden or side yard, usually 300 to 700 sq ft. The structure is light, often a slab on grade with a steel or concrete roof, so it is the cheapest option per square foot.
First-floor addition
Building above the existing ground floor, either over the full footprint or over a single-storey section. This adds columns, beams and a new staircase, which pushes the price up sharply.
Majlis or annexe
A separate guest majlis, driver room or garden annexe with its own entrance. Drainage, water and DEWA capacity have to be extended from the main villa, so services get checked early.
Roof terrace room

Permits and approvals for a villa extension in Dubai
No contractor can legally start without a Dubai Municipality permit, and in freehold villa communities you also need your developer NOC. Approval normally takes four to eight weeks, and the contractor licence has to match the work being carried out.
The sequence runs like this:
- Title deed, plot plan and the villa's original approved drawings are collected.
- A licensed engineering consultant prepares architectural and structural drawings.
- Drawings go to your community developer for the NOC. Emaar, Nakheel, Dubai Holding and Meraas each run their own design review.

Structural and plot ratio rules you cannot design around
Your extension has to sit inside the permitted floor area ratio and setbacks of the plot, and those limits come from the planning authority and the community, not from your budget.
